The Fort Myers City Council listened to a proposal for a new build on Jan. 12, 2026. Developer Mark McLaren of KLM Development wants to build a 23-story tower near the Edison Ford Winter Estates. The building would include 250 to 300 hotel rooms, up to 600 combined residential and hotel units, retail space, plus an expanded marina.

The proposal spans three parcels. Each has different zoning restrictions. The main parcel allows 18 stories and 70 units per acre, but McLaren's plan requires approval for 23 stories and roughly 300 units per acre — more than four times the current limit. The site includes property where Pinchers and a Christian Science church now stand.

"We're hoping to bring vibrancy and development on a scale that will help enhance the overall experience of downtown Fort Myers," McLaren said, according to Fox 4. "It is a cityscape changing. It is life-changing."

Grant Phelan runs Phelan Family Brands, which operates Pinchers. He's an investor and co-owner of the waterfront property along with Grant Pohlmann and John Callis. The group spent the past year in talks with city officials and Edison Ford Estates leadership.

Council members raised concerns. Councilman Fred Burson called the density increase a major shift.

"I'm not opposed to anything, but we're talking about going from 70 units to allowing 300 units per acre," Burson said, according to Gulfshore Business. "I wish you the best of luck, but that's a reach."

Councilman Liston Bochette pushed back on commercial buildings along McGregor Boulevard, pointing to its status as one of the most famous boulevards in the country. He described the Edison Ford estates as "the No. 1 revenue stream in all southwest Florida cultural heritage."

McLaren clarified his vision. The McGregor Boulevard portion would feature retail and public spaces rather than apartments. Plans include parking garages, a pedestrian plaza, and public access to boat docking at the marina. The church property is under contract but hasn't closed yet.

KLM Development hopes to break ground within 18 to 24 months. The team plans meetings with zoning officials and the Fort Myers Community Redevelopment Agency about tax credit programs.
