Guy Messes Up Car Trying To Remove Parking Boot

We're not sure where this was filmed, but someone filmed their neighbor across the street try to remove a parking boot the city put on their car.

The person starts by trying to kick the boot off the car wheel and then eventually tries to drive with the boot on!
