LAS VEGAS, NV – JUNE 30: Pipes are displayed at Essence Vegas Cannabis Dispensary before the midnight start of recreational marijuana sales on June 30, 2017 in Las Vegas, Nevada. On July 1, Nevada joins seven other states allowing recreational marijuana use and becomes the first of four states that voted to legalize recreational sales in November’s election to allow dispensaries to sell cannabis for recreational use to anyone over 21. A Pennsylvania man is facing homicide charges after cutting the brakes to his girlfriend's car, allegedly to make a crack pipe.

Police say John Jenkins told them he cut tubing from the brake lines of his girlfriend's car, planning to craft it into a crack pipe.  The next day, the girlfriend, Tammy Fox, died after driving through an intersection and crashing into a tree.  Jenkins told police he doesn't have any working knowledge of cars and was just looking for anything he could use as a pipe.
